Here's another 'fiscal cliff' worry: tax-filing delays

With some investments already feeling the pain of the looming cliff, millions of Americans are at risk of being affected. The first to consider is the expiration of the Bush-era tax cuts, according to CNBC's Jackie Deangelis.

By Allison Linn, TODAY

If you?re the type of person who likes to file your income tax return as soon as possible, then you?ve got another reason to be frustrated by the fiscal cliff stalemate in Washington, D.C.

Most of the tax changes being discussed as part of the fiscal cliff negotiations would go into effect in 2013, meaning that taxpayers would first have to account for them when they went to file those tax returns in early 2014.

But a handful of the provisions under discussion could affect Americans? 2012 taxes. The down-to-the-wire negotiations in the nation's capital could leave the IRS scrambling to adopt the changes in its systems, delaying the agency?s ability to accept some people?s returns.

?Congress oftentimes waits until the last minute to pass legislation, and then that in a turn affects the IRS,? said Bob Meighan, vice president with tax software provider TurboTax.

That's definitely been the case this time around. Just a few days before the end of the year, Congress has not been able to come to an agreement over a series of tax increases that are scheduled to go into effect Jan. 1. President Barack Obama said Friday that he was "modestly optimistic" a deal could still be reached to avert going over the so-called fiscal cliff.?

Acting IRS Commissioner Steven T. Miller has already warned that there could be serious filing delays if Congress doesn?t provide a patch for the Alternative Minimum Tax. An IRS spokesman said Friday that the agency did not have any further information beyond the warnings Miller gave to lawmakers in a letter earlier this month.

The AMT is a provision in the tax code that was designed to ensure that wealthy taxpayers have to?pay at least a minimum amount of taxes. It was never indexed for inflation, however, so Congress has had to provide temporary fixes over the years to ensure that lower-income taxpayers aren?t affected.

That hasn?t happened yet this year because of the fiscal cliff stalemate. In the letter to House Ways and Means Committee Chairman Dave Camp earlier this month, Miller, the acting IRS commissioner, warned that if Congress doesn?t provide a patch this year, then the IRS would have to make significant programming changes to account for that.

?In that event, given the magnitude and complexity of the changes needed, I want to reiterate that most taxpayers may not be able to file their 2012 tax returns until late in March of 2013, or even later,? Miller wrote in the Dec. 19 letter.

Miller also warned that as many as 30 million additional taxpayers could be subject to the AMT if a patch isn?t put in place.

For now, Miller said the IRS is acting as if Congress will provide an AMT patch.

Meighan, of TurboTax, said his company also has prepared its software as if a patch will be in place. But he said the company also is ready to?switch gears quickly if it must.

Meighan said a few other provisions under discussion as part of the fiscal cliff negotiation could affect a minority of taxpayers in 2012. Those include a deduction teachers get for school supplies they purchase for their classrooms and a tuition and fees deduction that applies to some students.

"It's really gotten to a point now where you have the ideological divisions in the country overlapped now with the partisan divisions," said CNBC's Chief Washington Correspondent John Harwood.

The IRS has had to ask people to delay filing their returns before. In 2010, Congress passed last-minute tax law changes on Dec. 17. As a result, the IRS said it wouldn?t be able to accept returns with itemized deductions until February of 2011 because it needed time to adjust its systems.

If people are forced to wait to file their tax returns, that would also mean a delay in getting tax refunds. Roberton Williams, a senior fellow with the Tax Policy Center, said that in turn could have some effect on the economy because many people count on that money to pay off debt or buy big-ticket items.

If the AMT isn?t patched at all, he noted, that would be an even bigger economic hit because some taxpayers wouldn?t get their expected refund at all.

?That will have a major effect on the economy,? Williams said. ?It will be pulling a lot of money out of the economy that people are expecting.?

Despite the Congressional deadlock, experts say they are still assuming a deal will be made to put the patch in place.

?For most people, come 2013 they?ll be able to file their taxes, they?ll get their refund and life goes on,? Meighan said.

When do you usually file your taxes?

Moshi Monsters Moshlings Theme Park (3DS) Review - Nintendo Life

Goopendous or a Moshi-mess?

Moshi Monsters Moshlings Theme Park is based on the Moshi Monsters website, a popular Neopets-style virtual pet game that lets you adopt a monster, customise its home and play mini-games to collect prizes. The franchise's first video game outing took the monsters to a zoo, and now they're taking a break to vacation at a faraway amusement park. This latest game opens with various Moshi Monsters bailing out of a plane over the Moshlings Theme Park, scattering the little critters everywhere. It's your quest to rebuild the theme park, round up the monsters, and play mediocre digital approximations of carnival games.

The main focus of the game is on rebuilding the titular theme park, over six distinct areas. You play as a different Moshi Monster in each area, and work through a relatively linear chain of Arcade games (carnival-style mini-games) and Rescue Rooms in order to eventually unlock that level's Ride (a slightly more ambitious mini-game). The Arcade games include a Breakout clone, Moshi-themed Whack-a-Mole, a claw-prize game, a pie-flinging shooting gallery, and air hockey. None of them are any more exciting than they sound, unfortunately, though the Breakout clone and air hockey can be fun in short bursts.

The Rescue Rooms are where the game's star creatures are released from their oddly similar-looking prisons, and these are more interesting than the Arcade games, but marred by slow movement and slightly sloppy controls. You tap a button to "call" the monsters towards safety on the left side of a level, while manipulating a grabber and boxing glove arm to clear their way of obstacles and pick up gems and batteries. The touch screen controls are wonky here: sometimes a hard left will register as a right before fixing itself, and everything seems to need to happen "on the beat", which can feel unresponsive. Also, having to hit the "call" button to keep your Moshi Monster moving leftward makes for a lot of awkwardly incessant tapping.

Once you rescue your Moshi Monsters or Moshi eggs, you can play with them in the Monster Habitats and Nurseries. You can drag toys into the playroom or feed them treats, and play little stylus-based mini-games to give them a bath, prepare hot dogs for them (as you do), serenade them with Simon Says xylophone melodies, and help them get through exercise courses. The mini-games are simple, and reminiscent of Flash-based website diversions, though the lack of any customisation makes them a step down from the actual Moshi Monsters website games. Younger players will likely enjoy these ? though nearly every activity ends with a prompt to blow into the microphone, so be prepared for some spittle on little 3DS screens.

The final parts of each area are the Ride Regenerator and the subsequent Ride. The Regenerators are simple puzzles, while the Rides are unique mini-games for every level, including rollercoaster runs and and white water rapid rides, among others. These have the most potential of any of the mini-games, but sadly, the controls are a real let down. The first area's ride (a downhill kart ride through a tubular chute) is nigh on uncontrollable, with the touch screen's joystick nowhere near sensitive or responsive enough to gather collectables or avoid obstacles with any precision.

Each of the park's six areas feature these same attraction types, and while some are better than others, the uneven quality only exacerbates one of Moshlings Theme Park's worst problems: nothing is skippable. To unlock the Rescue Rooms in each stage, you need to play the same five Arcade games every time. To unlock the Rides, you have to collect every single battery from each of the Rescue Rooms. The only optional areas are the Nurseries and Habitats ? and these are ironically the most enjoyable parts of the game. For a game aimed at younger players, the insistence on beating every game type and finding every last collectable before advancing stages seems like a real misstep.

The biggest issue, however, and one that will be a constant annoyance to kids and adults alike, is that Moshi Monsters is an exceedingly slow game. Not only in terms of pacing, but movement as well. You move your Moshling around the theme park by tapping left or right on the touch screen, but your monsters move with all the speed of Moshi-molasses. It takes an incredibly long time to get anywhere, and your Moshling will insist on stopping at all points en route. There are no express routes in Moshlings Land. To saunter from one end of an area to the other takes about 70 seconds (yes, we counted!) ? and that's something you have to do routinely to select from all the different activities in each level, as the side-scrolling areas essentially act as animated menus. It's pointless, tiresome and excruciating enough to make you think twice about traipsing back to the beginning of an area for anything.

Moshi Monsters' presentation is nothing to write home about, though the bright colours and cartoony graphics will probably be fine for the game's younger audience, who are used to seeing these creatures in website form. It's essentially an average looking DS game, and the 3D effect only serves to create depth between the screen glass and the still-flat-looking game. The music is mostly looping, low-sample-rate MIDI guitar rock, with a few catchier tunes popping up from time to time.

There are a few thoughtful touches that younger games will appreciate, however, like the tactile opening of presents by sweeping the stylus back and forth across the on-screen package. Better still is the game's use of the 3DS' features: there's StreetPass integration for swapping high scores and exchanging "Visitors" (monsters that wander around the park and can come with bonuses), and a cool little AR mini-game (using the '?' card included with the 3DS) to unlock bonus Moshlings. These extras don't make up for the game's problems, but they're welcome additions nonetheless.

Sometimes licensed games made for younger players can surprise us, and exceed our expectations. Sadly, this is not one of those times. Moshlings Theme Park eschews the customisation-based gameplay of its source material in favour of generic, forgettable arcade games, cutting out much of what makes the franchise popular in the process. Poor controls and slow movement pull it down even further, and its strictly average presentation does nothing to help. The game comes with a coupon for a seven day Premium Membership to the Moshi Monsters website in the box, and we'd bet that most players would be much happier with that offer than the actual game.

Egypt's government sets priorities after charter

CAIRO (AP) ? Egypt's government asked parliament Wednesday to prioritize legislation to organize parliamentary elections, regulate the media and fight corruption as the upper chamber held its first session with temporary new powers granted by the constitution.

The Islamist-dominated Shura Council, the traditionally toothless upper house, was granted temporary legislative powers under the new constitution and began its work a day after the official results of the referendum were released, showing the charter passed with a nearly 64 percent "yes" vote. It will legislate until elections for a new lower house are held within two months.

The disputed, Islamist-drafted constitution deeply divided the nation, though its supporters insisted it would pave the way for more stability in Egypt and the building up of state institutions.

President Mohammed Morsi has had legislative powers for months since a court dissolved the law-making lower house of parliament.

In its first act after the constitution passed, the Shura Council convened to swear in 90 new members appointed by Morsi. Two-thirds of the council's 270 members are elected, and one-third are appointed by the president.

Speaking to the council, the Cabinet minister in charge of parliamentary affairs, Mohammed Mahsoub, said the government will prepare new legislation for parliament to discuss, including a law to regulate the upcoming parliamentary elections, anti-corruption laws, and laws to organize Egypt's efforts to recover money from corrupt officials from the era of ousted President Hosni Mubarak.

Mahsoub said such bills can be ready as early as next week, when the council convenes again for its regular working session.

He said the government also wants to draft laws to revise maximum and minimum wages, expand social insurance coverage and regulate the media, as well as institute Egypt's first freedom of information act. Such bills, he said, are in line with the new constitution.

"I congratulate the Egyptian people on behalf of the government for the passing of the constitution of the second republic, which establishes a modern democratic state where the people's voices are heard and where injustice, dictatorship, repression, nepotism and corruption take a back seat," Mahsoub told the session.

"At this critical time for the nation, this respected council is required to pass a set of laws for the state to complete building its institutions," he said.

Mahsoub called on the opposition to join in national reconciliation and participate in state institutions.

The main opposition group has rejected the constitutional process and questioned the legitimacy of the charter itself, saying it was rushed through without enough national consensus.

The largely liberal and secular opposition has rejected presidential appointments to the upper house. It says it will instead contest the upcoming parliamentary elections and hopes to achieve a sizeable representation to challenge the constitution.

The opposition will be watching the Shura Council to see whether new legislation increases civil liberties and addresses poverty and social inequalities ? or increases the ability of the state to crack down on its critics and impose an Islamist rule, as many fear.

Critics say the new constitution enshrines Islamic rule in Egypt, restricts freedoms and ignores the rights of women and minorities.

Mahsoub addressed growing fears in Egypt of an impending economic crisis.

"The government reassures all about the economic situation," said Mahsoub. "We don't have an economic problem; essentially it is a political problem that is affecting the economic situation ... We call for reconciliation to impact positively on the economy."

Optimizing Your Company Phone in Simple Ways - TanCoSin

The telephone is undoubtedly the most important communications equipment in every business. It connects employees from one another and allows the company to reach out to potential or existing clients. In a day where business telephones have become a must, business decision makers should take steps to optimize their company phones even in the simplest ways to ensure that all business communication needs are met and exceeded. Below are specific ways on how you can carry out such a feat for your business telephone.

Analog vs. IP Phones

Some modern phone systems can course calls through IP (internet protocol) connections, providing a greater range of flexibility in making calls than the common copper wired telephone. It is advisable to use VoIP for functions such as (but not limited to) long distance calls and local calls because they are generally more cost-effective than hard-wired analog phones that uses resources from large carriers like AT&T or Rogers. While analog calls still retain the time-tested characteristics that make communications flawless, a lot of phone companies have created their systems with 99.9% uptime and with failover redundancy. Others would even allow you to switch from IP to analog calling when network connections are down.

Email Integration

Company phone systems that use IP networks can also obtain the ability to merge with email clients such as Microsoft Outlook to retrieve contact information from callers. Once a call is received, the name and phone number of the customer gets automatically matched with existing records in your email contact database and their complete customer profile is brought up on screen. From there, you can get a thorough idea of who your caller is, and you will know how to serve his or her needs better. Other phone systems like RingCentral, meanwhile, allow you to manage the same details from a navigable dashboard which can be accessed through a plain browser or through a call controller which can be installed on your computer.

IP Multimedia Subsystem or IMS

Company phones can also be taken to the next level through IMS functions. This so-called IMS allows any user to send and receive multiple types of media across a network, so you are not limited to voice calls, voicemail, email, or internet fax alone. It also allows you to communicate via digitally ?heavier? means like video conferencing.

Business Intelligence

If you have successfully integrated email into your company?s phone system, why not take it a notch higher and integrate business intelligence (BI) solutions to it? You can create databases, local and/or cloud-based, to archive information about your customers or use BI-specific services or applications to warehouse business data. Incorporating both your phone and vital information coming from customers properly will allow for a more streamlined and targeted customer relations efforts that can open more doors of opportunity.

Complicated as it may seem, optimizing your company phone to simplify communications can provide your organization the competitive market advantage that will set you apart from your contemporaries.

Red Wings Owe Detroit Cable Debt, Records Show

Detroit News:

Detroit -- Mayor Dave Bing pledged last week to get tough on the city's debtors, but he and other mayors have never collected on tens of millions of dollars that could be owed by the owners of the Detroit Red Wings.

A little-known provision in Olympia Entertainment's lease of city-owned Joe Louis Arena and Cobo Arena promises Detroit a 25 percent share of cable television rights for live events. That's been the deal since 1980, but Detroit hasn't been able to collect a dime, according to city documents obtained by The Detroit News.

From the mail bag: What the heck does deodexed mean?

classes dex

Clark writes,

What the heck does odex and deodex actually mean? I see the terms mentioned in almost every custom ROM thread and can't find an answer that I can understand. I'm hoping that Android Central can help out.

Awesome question, Clark. And one I think we can answer in terms that most folks will understand. As you've noted, you see the terms odex and deodexed in many forums posts about custom ROMs or assorted hacks for phones and tablets both. It takes a lot of work for developers to create deodexed ROMs from "stock" ROMs, like the ones offered from both OEMs and Google alike.

To begin, we need to know what an odex file is.  It's a part of an application (the .apk file) that has been prebuilt to make the Dalvik Virtual Machine load it faster using less resources. If you look in the /system/app/ folder on your Android phone or tablet, you'll see that just about every application has both an .apk file and an .odex file. These files work together through the Dalvik VM to make the apps run as they should on our devices. Let's break it all down after the break.

Once the attack has passed, you may drink these in very moderate amounts although there may be an indication that stopping these altogether will spell gout relief for good. If your battery door will not close, check your placement and positioning.

These feature a wide range of designs and styles and can be used by both male and female wearers. It actually does not go as deep into the ear as others do. Help is available, however, through a private, national lease plan, in which clients pay $15 monthly towards full purchase while using the device. The cuff that comes with this monitor also has a stethoscope built into it. If you are unable to explain what?s going on and what you are able to hear, you will end up frustrated and give up on trying to come up with a solution all together.

You?ll also find better versions of the feedback reduction and background noise reduction than found in less expensive models. This model does not amplify sounds of high intensity. I can attend my college regularly without missing any single class. Because she could recognize and process speech, the choice was created to fit both ears which gave her more natural hearing and better word understanding. Gout is unfortunately a type of arthritis that many have suffered through for centuries.

It is pretty rare for any age group to pay the expensive fee offered by service providers. He completed an internship at UCLA, served as a member of the cranio-facial team at Orthopaedic Hospital and has provided diagnostic and rehabilitative services to many local medical offices before starting his own practice. Another test is tympanometry which evaluates the middle ear?s ability to conduct sound. Look around and see what your options are. This model costs approximately $1899.

The private programmable hearing aids are a brand new technology that enables people to adjust the controls of their hearing machine through an web platform supplied by the service provider. Its batteries last for a minimum of 3 years. A small percentage of people may experience permanent loss. There is a common misconception that a hearing aid acts just like a pair of glasses does but for your ears rather than your eyes. Ask someone with normal hearing if they can hear a high pitched whistle coming from your hands.

They have earned popularity for their digital hearing aids. On the afternoon of October 9, Adam Baker called 911 to report his 10-year-old daughter missing.

IFixit loves new tech devices, especially in pieces

SAN LUIS OBISPO ? Jake Devincenzi was thrilled to get his hands on Google's new Nexus 4 smartphone. He admired its sleek black case and large touch screen ? and he couldn't wait to tear it apart.

In a small room cluttered with discarded computer parts, Devincenzi picked up a blue plastic stylus and eased the tool into a seam on the side of the phone as three co-workers watched.

Minutes later, a pop. The tear-down had begun.

"We're in," he said, and grinned.

Each time Devincenzi plucked a part from the Nexus 4, he took a high-resolution photo and posted it online. By the end of the week, more than 60,000 people had scrutinized the tear-down, curious to know what was inside.

Devincenzi, a 20-year-old Cal Poly San Luis Obispo student, works part time for IFixit, a company that has less of a business mission than a manifesto: "Repair is independence. We have the right to remove 'Do Not Remove' stickers."

With the helping hands of technicians such as Devincenzi and repair guides written by volunteer tech experts, IFixit is tapping into growing frustration with cellphones, tablets and computers that, once broken, are almost impossible to fix. The company says it wants to teach people how to repair electronic devices once again ? and will sell them the tools to do it.

The company's logo is a clenched fist thrusting a wrench in the air.

"It's not like it was 10 years ago, when you could open things up and kind of half-recognize what was in there," said Sean Campbell, a technology industry analyst with the Oregon research firm Cascade Insights. "I think most people have given up."

To IFixit staff, every high-resolution photograph of naked phone bits splayed across a table is a small act of rebellion against big technology companies like Apple, Google and Samsung. Tear-downs, they say, are a rallying cry for the common man to grab a screwdriver and take back the right to do it yourself.

"We're not necessarily actively anti-Apple or anti 'the Man,'" said Scott Dingle, 25, a customer service representative. "It's more like, we train other people to do it themselves."

What is now a staff of 35 began as two people. In 2003, Cal Poly San Luis Obispo freshmen Kyle Wiens and Luke Soules started selling laptop parts out of a dorm room. When they couldn't find manufacturer-issued repair guides, they wrote their own. The first manual they posted online got 10,000 page views in the first weekend.

They moved their business to a three-car garage, then a house, then a loft-like two-story office in downtown San Luis Obispo. Most IFixit employees are younger than 35. Many grew up taking apart toasters.

Last year, IFixit earned $5.9 million in revenue by selling parts, kits and tools. Some of their more popular items include a "spudger" to adjust small wires, a five-sided screwdriver that fits Apple's proprietary screws, and a magnetic mat to keep track of tiny pieces that come loose.

Some of its tools resemble teeth-cleaning instruments. That's because the first tools IFixit used had been discarded by a dentist.

After Christmas, the company usually sees a spike in sales of parts, Wiens said. He attributes that to people who decide to repair their old gadgets if they don't get a new one as a gift.

Soules, 28, is the business mind. He runs the in-house shipping center and handles the money. The revenue he oversees covers operating costs, including salaries, tear-downs and expensive trips to buy gadgets the moment they come out.

Wiens, 28, is the chief executive and the ideas guy. In college, he dreamed of building a robot that would pick strawberries. Today he dreams of a world where computers don't wind up in landfills, but are fixed instead.

On the Friday before Thanksgiving, workers gathered at IFixit headquarters. Bikes, homemade robots and vintage pinball machines crowded the entryway. Upstairs, an employee's dog sniffed past an 8-foot-tall potato launcher and into the office break room, where Wiens' wife had prepared dinner for more than 50 people.

Spouses and significant others settled on couches to eat. The pingpong table became a dining room table. A baby cried.

Israel rejects US gun lobby claims on its security

JERUSALEM (AP) ? Israel's policy on issuing guns is restrictive, and armed guards at its schools are meant to stop terrorists, not crazed or disgruntled gunmen, experts said Monday, rejecting claims by America's top gun lobby that Israel serves as proof for its philosophy that the U.S. needs more weapons, not fewer.

Far from the image of a heavily armed population where ordinary people have their own arsenals to repel attackers, Israel allows its people to acquire firearms only if they can prove their professions or places of residence put them in danger. The country relies on its security services, not armed citizens, to prevent terror attacks.

Though military service in Israel is compulsory, routine familiarity with weapons does not carry over into civilian life. Israel has far fewer private weapons per capita than the U.S., and while there have been gangster shootouts on the streets from time to time, gun rampages outside the context of the Israeli-Palestinian conflict are unheard of.

The National Rifle Association responded to the Dec. 14 killing of 20 first-graders and six adults at a Connecticut elementary school by resisting calls for tighter gun control and calling for armed guards and police at schools. On Sunday, the lobby's chief executive, Wayne LaPierre, invoked his perception of the Israeli school security system to back his proposal.

"Israel had a whole lot of school shootings until they did one thing: They said, 'We're going to stop it,' and they put armed security in every school and they have not had a problem since then," LaPierre said on the NBC News show "Meet the Press."

Israel never had "a whole lot of school shootings." Authorities could only recall two in the past four decades.

In 1974, 22 children and three adults were killed in a Palestinian attack on an elementary school in Maalot, near the border with Lebanon. The attackers' goal was to take the children hostage and trade them for imprisoned militants.

In 2008, another Palestinian assailant killed eight young people, most of them teens, at a nighttime study session at a Jewish religious seminary in Jerusalem. An off-duty soldier who happened to be in the area killed the attacker with his personal firearm.

Israel didn't mandate armed guards at the entrances to all schools until 1995, the Education Ministry said ? more than two decades after the Maalot attack and two years after a Palestinian militant wounded five pupils and their principal in a knifing at a Jerusalem school.

Israel's lightly armed school guards are not the first or the last line of defense. They are backed up by special police forces on motorcycles that can be on the scene within minutes ? again bringing out the main, but not the only, difference between the two systems.

Foreign Ministry spokesman Yigal Palmor spelled it out.

"We're fighting terrorism, which comes under very specific geopolitical and military circumstances. This is not something that compares with the situation in the U.S," Palmor said.

Because it is aimed at preventing terror attacks, Israel's school security system is part of a multi-layered defense strategy that focuses on prevention and doesn't depend on a guy at a gate with a gun.

Intelligence gathering inside Palestinian territories, a large military force inside the West Bank and a barrier of towering concrete slabs and electronic fencing along and inside the West Bank provide the first line of defense.

Guards are stationed not just at schools, but at many other public facilities, including bus and train stations, parking lots, malls and restaurants.

"There are other measures of prevention of an attack taking place, which are carried out 24 hours a day, seven days a week, all over the country," police spokesman Micky Rosenfeld said. Many are not for public knowledge.

Gun lobbyists who might think Israel hands out guns freely to keep its citizens safe might be less enamored of Israel's actual gun laws, which are much stricter than those in the U.S. For one thing, notes Yakov Amit, head of the firearms licensing department at the Ministry of Public Security, Israeli law does not guarantee the right to bear arms as the U.S. Constitution does.

"The policy in Israel is restrictive," he said.

Gun licensing to private citizens is limited largely to people who are deemed to need a firearm because they work or live in dangerous areas, Amit said. West Bank settlers, for instance, can apply for weapons licenses, as can residents of communities on the borders with Lebanon and the Gaza Strip. Licensing requires multiple levels of screening, and permits must be renewed every three years. Renewal is not automatic.

The policy is designed "to strike a balance between needs and risks," Amit said. "We know that weapons are a dangerous thing, and in the hands of someone who isn't trained or isn't reliable, it causes problems."

The gap between Israeli gun ownership and U.S. gun ownership is consequently staggering. A total of 170,000 guns are licensed for private use in Israel, or about one gun for every 30 adults.

In addition to the privately held weapons, 130,000 guns are licensed to Israeli security companies, firing ranges, government ministries and companies that operate in areas deemed dangerous. Soldiers who carry assault rifles off base during their regular or reserves service turn them in when they complete their tours of duty.

By contrast, U.S. authorities estimate that at least one-third of all American households have firearms ? and in many cases, not only one.

Americans are also much freer to choose what type of guns they buy. Automatic weapons of the type Lanza used to gun down his victims are banned for private ownership in Israel. It is also rare for a person to be authorized to own more than one firearm, Amit said.

Eighty percent of the 10,000 people who apply yearly for licenses are turned down, he said. In the U.S., people can purchase firearms from private dealers without a background check or a license of any kind.

In Israel, applicants must undergo police screening and medical exams, in part to determine their mental state, Amit said.

Many Israelis receive weapons training in the military. But to be licensed to receive a weapon outside the military, they must undergo at least two hours of additional training, then repeat the training and medical exams every three years before they can renew their licenses.

Anybody who possesses a legally acquired gun waives the right to confidentiality, and authorities cross-reference for new information about the gunholder every three months.

"The point is not to complicate, but to make sure the system makes things safer," Amit said.

Harry Reid Urges Hawaii Governor To Make Quick Appointment After Death Of Daniel Inouye

WASHINGTON -- Senate Majority Leader Harry Reid is asking Hawaii's governor to act before the end of the year to fill the Senate vacancy created by the death of Daniel Inouye of Hawaii.

Reid says he's asked Hawaii Gov. Neil Abercrombie to appoint Inouye's successor "with due haste." Reid says he wants to ensure Hawaii is fully represented "in the pivotal decisions" the Senate will be making.

Inouye died of respiratory complications last week, leaving Democrats down one seat as the Senate prepares for the possibility of voting on a measure that would avoid a "fiscal cliff" of tax hikes and spending cuts.

Hawaii Rep. Colleen Hanabusa is the favorite for the post. Inouye, a fellow Democrat, endorsed Hanabusa in a letter he sent to Abercrombie on the day he died.

Advantages of Web Based Email Marketing Providers - Rapid Purple

Many marketers and online business owners are not aware of the advantages of web based email marketing providers over purchasing their own software. While there are pros and cons for either side, professionals tend to choose web based email marketing providers for several reasons which I will discuss throughout this article. After-all when it comes to building and maintaining a successful, profitable business it is essential that you make the right choice for your marketing needs.

The biggest advantage of choosing web based email marketing providers is that you do not have to install the software yourself, nor are you saddled with updating and maintaining the software, or backing up the data and the related expenses. For a monthly fee that varies depending on your needs, the provider will take care of all of these details for you, so that you can focus on other important aspects of your business.

Today, the internet is booming with existing businesses and new ones that hit the web every day. This has created a huge demand for email marketing services, as most business owners realize that in order to create a successful, profitable business they must build relationships with and gain the trust of prospective clients. In fact, many people do not realize that there are options when it comes to building their list, either web based email marketing providers or purchasing software and setting it up themselves.

The advantages you will find with a web based service is that you can choose a package that suits your needs, and prices vary according to the features and tools necessary to run your business. With most web based email marketing providers, you pay less if you are a small company that only needs the ability to build a small list of subscribers. The bigger your business and larger list building capabilities you need, the higher the cost.

Generally speaking, the cost of having a provider take care of your email needs will run about $10 to $60 or $120 monthly, versus $500 to $1000 to purchase a software package initially. Most reliable providers offer an entire range of tools and features to make handling your lists easy and effortless. Most offer the ability to build multiple lists, send newsletters, survey subscribers and analyze and track results.

As you can see, the benefits of web based email marketing providers over purchasing your own software are many, but the decision is yours to make. Be sure to keep an eye out on our Discounts & Coupons section as I frequently share discounts and coupons from various email marketing providers.

Changes in Leadership for Mama Vilma's Family Home | Mama ...

At the Annual Meeting of Mama Vilma?s family Home, held on December 19, 2012, Vice President, Eve Dirnback and Cheryl Bowen, Secretary Treasurer resigned from their offices and from the membership. In addition, Surendra and Carolyn Kumar resigned as members.

Eve and Cheryl have been with the organization since its inception in February 2011. Mama Vilma?s Family Home was intended to be a safe haven for women, children and families. Unfortunately, we did not learn until March 2012 that providing services to victims of domestic violence on the island was prohibitive. Several members attended the Domestic Violence seminar held at Fido?s, coming back to the group with this information. Since that time, the organization has been unable to define a focus. Shelly Huber, President of Mama Vilma?s Family Home stated at the Annual Meeting, ?This home will be built?we will find a way.?

?Cheryl told the group that she very much wanted to contribute in a positive way to the organization, but it is hard to be an integral part when the organization has done nothing except fundraising. In 2+ years, even with the generosity of the community, the organization has not raised enough funds to purchase, build or maintain a facility.

Eve, Cheryl and the Kumar?s wanted to have a vote to disband the organization and use the money raised in direct services to women, children and families in need right now. Surendra and Carolyn were hoping to donate to the San Pedro Library to provide after school support and tutoring. Donations to schools, building a pre-school and donating to other viable organizations on the island were additional ideas suggested by Cheryl and Carolyn.

There were six members present at the meeting and one additional member that arrived at the end of the meeting. Cheryl pointed out that with the exception of Shelly, the six members that actively participate are from North America. Carolyn questioned if there truly was a need on the island and if there is, why are the local men and women not participating? Shelly stated that she refused to make any decision without the ?others? present, referring to three local women that are non-participating members. She went on to state that, ?They will come, they will participate,? despite the fact that there has been no local participation at any meetings this entire year.

At the time of her resignation as Secretary/Treasurer, Cheryl informed the group that there is $23,966.44 in the Mama Vilma?s Family Home checking account and $31,469.58 in a six month CD scheduled to mature in May 2013. Total assets of the organization are $55,466.02. There has been NO financial impropriety and Shelly assured the other members that all of the money WILL be used to build a home to house abused women and children. All financial records and materials will be returned to Shelly for use by the new officers, once they are elected.

Cheryl, Eve and the Kumar?s will continue to participate in needy causes here as each of them considers San Pedro to be their home. Surendra and Carolyn are deeply involved with the youth group and youth choir at the Roman Catholic Church, Eve is working with the San Pedro Drum Corp and Cheryl is exploring alternate academic opportunities for local high school students.
